How to become a Licensed Customs Broker!

1) Make sure you meet the eligibility basics

To sit for the CBLE (exam), you must be a U.S. citizen, at least 18 on exam day, and not a U.S. Government officer/employee.  To receive the license, you must be a U.S. citizen, at least 21 when you submit your license application, be of good moral character, and have passed the exam within the required timeframe.

2) Register for (and take) the Customs Broker License Exam (CBLE)

  • CBP generally gives the CBLE on the fourth Wednesday of April and October (with limited exceptions).

  • You register and pay through the eCBP portal (Login.gov account required).

  • Exam fee: $390.

  • Registration must be completed at least 30 days before the exam date.

3) Pass the CBLE

You need a passing score of 75% or higher.

4) Apply for your broker license after you pass

  • Submit CBP Form 3124 (CBP allows electronic submission; CBP is moving individual applications into the eCBP process).

  • Apply within 3 years of passing the exam.

  • License application fee (individual): $300 (plus fingerprint/background-related costs).

  • CBP will require fingerprints (at the interview stage) and conducts a background investigation as part of licensing.

5) Get the right permit so you can actually transact “customs business”

A license is the core credential, but many brokers also need a permit to operate (e.g., a national permit allows transacting customs business throughout the customs territory of the U.S.).
